Public procurement stands as a significant driver of European consumption, comprising nearly 14% of the EU GDP. In the pursuit of a Circular Economy, where resources are conserved and waste minimized, the role of public procurement becomes paramount. Recognizing this, Project INNO emerges as a beacon of change, aiming to accelerate the transition towards Circular Economy innovative practices in national and regional decision-making processes.
At its core, INNO seeks to amplify the adoption of Innovation Procurement (IP), as a strategic approach to sourcing goods, services, and systems that are not yet available on a large-scale commercial basis but that offer significant advantages over existing solutions in terms of their reduced environmental impact, improved social outcomes, and/or better use of resources. Defined as per the EC Innovation Procurement Toolkit, IP emphasizes the proactive approach of seeking out innovative solutions that offer benefits beyond traditional procurement practices, such as environmental sustainability, social responsibility, and resource efficiency.
The project consortium, will addresses key barriers hindering the widespread implementation of IP. These barriers include a lack of knowledge and expertise, procedural and legal hurdles, as well as preconceptions among procurers regarding the use of recycled materials. By leveraging a collaborative approach, INNO aims to dismantle these barriers and pave the way for a more sustainable procurement landscape.

Key objectives of the project include:
-    Identifying pilot initiatives and key stakeholders poised to drive IP implementation;
-        Identifying legal and procedural challenges to streamline the adoption of Innovative Procurement practices;
-    Fostering dialogue and collaboration between procurers and suppliers, creating a platform for shared learning.
Through these concerted efforts, Project INNO endeavours to not only overcome existing barriers but also catalyse a shift towards Circular Economy principles in public procurement practices across Europe. By championing sustainable and innovative solutions, and fostering collaboration, INNO envisions a future where procurement serves as a catalyst for positive environmental, economic and social transformation.

We are seeking a Lead Partner and project partners, specifically public authorities, based in Estonia, Finland, Latvia, Lithuania, Sweden, South Croatia, Cyprus, Greece, Italy, Portugal, Spain, France, Luxembourg, the Netherlands, Albania, Bosnia and Herzegovina, Moldova, Montenegro, and Serbia.
